States should reduce aviation fuel surcharge: Vayalar Ravi

Bangalore, 19 Sep: Civil aviation minister Mr Vayalar Ravi today urged state governments to reduce surcharge on aviation fuel, saying airlines are facing problems due to this.

“All state governments should reduce aviation fuel sales tax...It is a burden on airline companies,” he told reporters on sidelines of the “Regional Celebration of Civil Aviation Centenary” here.

He suggested states follow Kerala which has reduced aviation fuel surcharge. “It has decided not to impose surcharge up to a certain point, which has benefited airlines,” he said. Mr Ravi rued that states were not reducing surcharge even as no fresh surcharge has been imposed on aviation fuel, which would offset hike in oil prices.

He noted that crude oil bill was hampering economic growth. “The hike in crude prices has affected developing nations like India... This has led to import bills inflate over the top,” he said.

On reviving cash-strapped Air India, he said government would decide how much additional funds could be infused into the national carrier.

“The government will try to infuse fresh funds. It has already given more than Rs 2,000 crore... group of ministers are going to meet and discuss the issue,” he said. Mr Ravi hoped AI's position would change in the next six months, as he was getting cooperation from employees.

“I believe that within six months, I can come to a position, probably not a profitable position, but where the airline can stand on its feet,” he said. On other steps taken to resurrect AI, Mr Ravi said Prime Minister Mr Manmohan Singh has approved appointment of four external directors for finance, marketing, commercial operation and acquisitions.

However, it was for AI management to look for finance from banks and other financial institutions, rather than depend solely on the government for its survival, he said. “Air India will have to look for borrowings. Any business will have to go to the banks to get the funding. This is simple economics,” he said.

On the fiscal health of private airlines, Mr Ravi said the government could help them increase their equity base, but could not intervene in their functioning as there was no provision to do so.

The government, he said, had not taken any decision on allowing foreign aviation majors to invest in private domestic carriers. The minister also stressed the need to enhance the number of air ambulances in the country.

“We need more air ambulances whose numbers are very limited now. I request HAL to produce more ambulance helicopters to help people. There is a need for air ambulance fleets to be made available in every state,” he said.

HP announces ArcSight Express 3.0 ‎

Bangalore, Sep 23: Hewlett Packard announced launch of HP ArcSight Express 3.0, a unified security solution to improve an organisation's ability to rapidly detect and prevent cyber threats.

Cyber attacks have become common occurrences, increasing the need for companies to manage, store and secure growing amounts of sensitive operational data, while quickly identifying associated security risks.

NCPNR demands youngest Reddy's removal

Bangalore, Sep 22: Two non-governmental organisations today urged Karnataka Chief Minister D V Sadananda Gowda to remove the ''tainted'' Somasekhar Reddy from the chairmanship of Karnataka Milk Federation (KMF) and initiate criminal proceedings against him for illegal mining as per the second Lokayukta report.

"In fact, Somasekhara Reddy had laid the foundation for carrying out illegal mining activities in Bellary and Sandur areas ... Therefore he must be removed and initiate criminal proceedings against him," National Committee for Protection of Natural Resources (NCPNR) Convenor, S R Hiremath, told reporters here.

Somasekhara Reddy is a brother of former Karnataka minister and mining baron G Janardhana Reddy, now in CBI custody.

NCPNR, along with Jana Sangram Parishat (JSP) are pressing for the removal of Reddy from the chairmanship of Karnataka Milk Federation (KMF), he said.

He also urged the state government to take action against 700 officials, including the then Bellary Deputy Conservator of Forests S Muthaiah for allegedly colluding with illegal miners.

"Irrefutable evidence" of illegal mining and gross abuse of power by Somasekhar Reddy has been established in the second Lokayukta report submitted by Justice Santosh Hegde, he said.

The report confirms the "high-handed" behaviour of Somasekhar Reddy trying to influence officials so as to carry out illegal mining activities in Bellary district, he claimed.

The report also "confirms the audacity of Somasekhara Reddy" to ask a senior investigating officer whether he had the permission of district in-charge minister (Gali Janardhan Reddy) to enter Bellary, Hiremath said.

Darshan's Bail Petition Adjourned to Oct 6 ‎

Bangalore, Sep 22: Karnataka high court on Thursday adjourned to October 6 the bail application of popular Kannada actor, Darshan, who was arrested for allegedly assaulting and threatening his wife.

Justice B V Pinto adjourned the bail plea after directing the Special Public Prosecutor Chandramouli to file objection against Darshan's bail plea in next 14 days.

Yesterday, Darshan's remand in judicial custody was extended till October 4 by the First Additional Chief Metropolitan Magistrate court.The actor was discharged from Rajiv Gandhi Institute of Chest Diseases, where he was undergoing treatment for asthma and jaundice since September 10, and taken to Parapanna Agrahara jail.

Earlier,a Sessions court had rejected Darshan's bail plea on grounds that the actor was influential and could bring pressure on the complainant (his wife,Vijaylakshmi), witnesses and tamper with evidence.

Vijayalakshmi had appeared before the magisterial court earlier seeking to withdraw her complaint, but the court did not accept it and rejected Darshan's bail plea on the ground that the crime committed under IPC section 307 (attempt to murder) did not fall under its jurisdiction.

She had told the court that she sustained head injuries during a fall in the bathroom. This ran contrary to her allegations in a police complaint on September 8 that Darshan had assaulted her and threatened her with a revolver.

Darshan was arrested on Sept 9 following the complaint.

Print media expected to grow at 9-10 pc: AIFMP

Bangalore, Sep 21: With the country''s economy recording 8-9 per cent growth and the increase in advertising expenditures across media platforms, the print media was expected to grow at 9-10 per cent during 2011-15, All India Federation of Master Printers (AIFMP) said today.
The print classifieds market was worth 300 million USD and the liberalised foreign investment policy had given the industry leverage to expand further, AIFMP President Manoj B Mehta told reporters here.
The country received nearly 150 million USD in 2009-10.
He said the Indian printing sector was growing at 12 per cent per annum and had a market share of about 22 billion USD while the packaging industry was also growing at 14-15 per cent which was expected to double in the next two years.
He said the Indian digital printing industry would achieve a compounded annual growth rate of 85 per cent in 2011-12.
Mehta is here in connection with the sixth National Awards for Execellence in Printing being organised by the AIFMP here on September 23.
He said Governor H R Bhardwaj would inaugurate the event.
President of Sri Lanka Association of Printers Sanjeev Mohan will inaugurate the Print Award Gallery and AIFMP Director Vijay Kumar Chopra will be guest of honour.
Mehta said paper consumption was projected to reach 13.95 million ton by 2015-16 making India world''s fastest growing market.
In view of huge international costs of print machineries, AIFMP had requested the government to increase the prevalent ''CLCSS'' scheme subsidy from Rs 15 lakh to Rs 50 lakh, he said adding "This measure will help in importing latest technology in pre-press, press and post-press areas," he said.
AIFMP also plans to develop a printing skill training institute with collaboration of an academic institution at Karnataka Industrial Area Development Board (KIADB) in Harohalli at a cost of Rs 40 crore, Mehta announced.

Bangalore building collapse: Toll rises to two

Bangalore, Sep 22: One more body was pulled out from the debris of a two-storeyed building which collapsed apparently after a domestic cooking gas cylinder burst in an adjoining marriage hall, taking the toll in the mishap to two.

Police said the body of one Subramanya was recovered from the mound of rubble late last night and have been handed over to hospital authorities.

Last evening, rescue workers recovered the body of teenaged girl Kavitha who was earlier reported missing when the building collapsed.

The ten injured in the mishap were undergoing treatment at the Lakshminarayan Nursing Home. “All of them are out of danger, except one,” sources said.

Bangalore city corporation officials said they would probe all aspects of the incident including whether there was any procedural, administrative and statutory lapses that led to the tragedy.

Police suspect the two-storeyed house collapsed after a domestic cooking gas cylinder burst in the adjoining Lakshmi Venkateshwara Choultry causing a fire. They also suspect the explosion led to a reaction on some chemical substance stored on the ground floor of the collapsed building.

The cause for the mishap is being investigated.

Dumped on Facebook, IIM-B Student Ends Life

Bangalore, Sep 21: Upset over her boyfriend's notification on facebook that she was dumped, a 22-year-old student of the Indian Institute of Management-Bangalore has allegedly committed suicide.

Malini Murmu, a first year MBA student from Jharkhand, hanged herself in her hostel room last afternoon after reportedly reading her boyfriend Abhishek's announcement on Facebook about the break-up, police said.

"We are trying to track down Abhishek, who had posted a message on Facebook," DCP (South-East) P S Harsha told PTI.

The police had found a note on Malini's Facebook message board "He ditched me."

Harsha said the note suggested the she was upset over the break-up.

Investigations revealed Abhishek was in Bangalore recently and had a quarrel with Malini.

He subsequently posted a change in his relationship status on Facebook, saying, "Dumped my new ex-girlfriend," possibly leading to the suicide, Harsha said.

Malini joined the IIM-B last June, having worked at Infosys after completing her B Tech, according to the institute sources.

Actor Darshan discharged from hospital, taken to jail

Bangalore, Sep 21: Popular Kannada actor Darshan, arrested for assaulting his wife Vijayalakshmi at gun point, was today taken to Paarapana Agrahara Jail following his discharge from hospital where he was undergoing treatment for asthma and jaundice.

The police took him into custody from the state-run Rajiv Gandhi Institute of Chest Diseases where the actor was undergoing treatment since September 10.

Darshan, who was arrested on September 9 following his wife Vijayalakshmi's complaint, was denied bail by the sessions court yesterday (September 20).

Earlier, a Magisterial court also had rejected Darshan's bail application. Meanwhile, Darshan has moved the Karnataka High Court for bail.

Hospital Director Dr Sashidhar Buggi said the actor's condition had improved. "We have taught him how to take medicines orally. He is fit enough now and has been discharged," he said.

Woman''s body found under mysterious circumstances ‎

Bangalore, Sep 21: The body of a 20-year-old married woman was found in a suitcase under mysterious circumstances on the roadside near here today, police said.

The deceased had marks on the neck which could have been caused by hanging or strangulation, DCP (South) Sonia Narang said.

Narang said the incident could have happened yesterday as per prima facie evidence.

1 dead, 10 injured in B'lore building collapse

Bangalore, Sep 21: A teenaged girl was killed and ten persons, including six fire force personnel, were injured when a two-storeyed house collapsed after a domestic cooking gas cylinder burst in an adjoining marriage hall in Bangalore on Wednesday, police said. The body of the 17-year old girl, reported
missing after the collapse, was found under the debris, they said. Police suspect the building collapsed after the cylinder exploded in the adjoining Lakshmi Venkateshwara Choultry causing a fire.

"The explosion led to a reaction on some chemical substance stored on the ground floor of the collapsed building," police said. The mishap occurred around 1.30 pm when six fire personnel and four inmates of the house were present in the residential building, Police Commissioner B G Jyotiprakah Mirji told PTI.

"All the ten injured have been shifted to Lakshminarayan Nursing Home and they are all out of danger," he said. He said the fire has been brought under control and police was investigating to know the cause for the mishap.

As many as 100 fire personnel were pressed into the service to fight the fire.

IIM-B student suicide: Police books ex-boyfriend

Bangalore, Sep 22: A case of abetment to suicide has been booked against a 22-year-old youth, whose girlfriend who was studying in IIM-B, reportedly committed suicide after reading his notification on a social networking site that she was dumped.

"We have booked a case of abetment to suicide against Abhishek, who is allegedly linked to Malini (the victim)," ACP (law and order) Suneel Kumar said here today.

Malini Murmu, a first year MBA student from Jharkhand, hanged herself in her hostel room on September 20 after reportedly reading her boyfriend Abhishek's announcement on Facebook about their break-up.

Bangalore, Sep 20: BJP MLA G Somashekar Reddy was today re-elected unopposed chairman of Karnataka Milk Federation (KMF).

He is the youngest brother mining magnets and former ministers- G Janardhana Reddy and Karunakara Reddy.

CBI had on September 5 arrested Janardhana Reddy under the Prevention of Corruption Act after raids on their residences in connection with its investigation into illegal mining.

Court rejects actor Darshan's bail plea

Bangalore, Sep 20: A local court on Tuesday rejected the bail plea of Kannada film actor Darshan, arrested for allegedly assaulting and threatening his wife. City Civil and Session Court judge B R Budihal dismissed the bail application moved by Darshan. Darshan was arrested on September 9 on a
complaint by his wife Vijayalakshmi. A magisterial court last week declined to grant him bail.

Darshan's counsel S K Venkatareddy had on Monday pleaded for bail taking note of Vijayalakshmi's willingness for reconciliation and desire to live with her husband.

He said the dowry harassment case against Darshan did not apply to this case as there were no dowry related charges by his wife nor was there any property dispute, he said.

However, Public Prosecutor S C Agasi Mani opposed it, saying that the accused being "influential" could bring pressure on the complainant, even on witnesses and tamper with evidence.

Vijayalakshmi had appeared before the magistrate court earlier seeking to withdraw her complaint, but the court did not accept it and rejected the bail application of Darshan on the ground that the crime committed under IPC section 307 did not fall under its jurisdiction.

Darshan, who has acted in several blockbusters, is undergoing treatment in a hospital for asthma and jaundice.

Karnataka Lokayukta Shivraj Patil resigns

Bangalore, Sept 19: Barely two months after he was appointed Lokayukta of Karnataka, Justice Shivraj Patil today resigned after a controversy erupted over allotment of housing sites for him and his wife allegedly in violation of rules.

71-year-old Patil, a former Supreme Court judge who was made Karnataka's ombudsman on August 3 succeeding Santosh Hegde, called on Governor H R Bhardwaj and submitted the papers.

Stung by the allegations against him, a visibly upset Patil announced his resignation at a news conference after describing the campaign against him as "malicious".

"This malicious campaign has deeply hurt and pained me. In this uncongenial atmosphere I have deemed it appropriate to submit my resignation," he said.

Patil, whose office is required to investigate land scams some of which involve high-profile politicians, himself faced allegations that he and his wife own three plots of land in Bangalore in violation of city bylaws. The politicians included former Chief Minister B S Yeddyurappa, who lost his job after former Lokayukta Santosh Hegde indicted him in connection with illegal mining in the state.

The allegations raised questions about the Lokayukta's moral authority to continue as the anti-graft watchdog.

Stating that a "malicious campaign" had been carried out in the past few days against him, he said, "shockingly instead of treating surrender of the site a step in the right direction, it was treated and campaigned as if it is an acceptance of the mistake and a grave crime has been committed".

Patil faced allegations of violating rules by securing the allotment of a 9,600 sq ft site at the Judicial Employees Layout in 1994 and his wife a 4,200 sq ft site at Nagavara from the Vyalikaval Housing Cooperative Society. His wife had surrendered the site on September 14 after the issue surfaced.

He had defended his action saying his wife Annapoorna had purchased the site through "outright sale" and that she was not an allottee as member of the Society.

Patil said that to avoid a public debate he had asked his wife to surrender the site forthwith, without getting into the legality of it.

"Accordingly, she addressed a letter to the Society on September 14 to surrender the site registered in her name."

Patil clarified that his wife did not file any affidavit making any false declaration at any point while purchasing the site from the Vyalikaval Housing Society.

"Sale being on outright basis, there was absolutely no restriction for the purchase. All the purchases have been through legitimate funds generated and are accounted for," he said.

He said he did all his earlier assignments including the Lokayukta to the best of his ability and with "a clear conscience". "True to the oath of my office. I am sure all the people who have had occasion to know me or my work can vouch for my fairness, honesty and integrity," he added.

Patil also said his only discomforting thought was that he was giving up the office yielding to the malicious campaign of a few and letting down the hopes of many who had reposed their faith in him.

He also requested all sections to honestly reflect and decide whether they want to fight against corruption or malign the people who take up the fight against the corrupt.

Patil virtually rejected allegations of flouting rules in getting allotment of site at the judicial layout and asserted that the house he built in Vasanathanagar area in 1982 was not allotted by the government.

The former SC judge said he had purchased the land from a private individual, while the site in judicial layout was allotted to him in 1994 by Karnataka judicial department.

Under the norms, the plot allotments violate Sec 10 (a) of the model by-law framed for House Building Cooperative Societies which bars any member or his family who has been allotted a site by a society from getting another in the name of other family members.

Patil had defended securing the site for him in the judicial layout, saying the issue of site allotment to judges has been settled by the Supreme Court and the high court.

Regarding the site allotted to his wife, Patil had said she purchased the plot in outright sale and "Once that is done, restrictions on a family member owning another does not arise."

He, however, had said he was not going into its legality and had advised his wife to surrender the site on moral grounds as he holds the post of Lokayukta.

Work on BIAL second terminal to commence next year

Bangalore, Sep 19: The work on laying of the second runway at Bangalore International Airport Limited (BIAL) will be taken up next year.

"Once the Rs 1000-crore expansion programme, taken up last year, is completed, work on the second runway will be taken up," Hyderabad-based GVK group Chairman GVK Reddy told reporters on the sidelines of Regional Celebration of Civil Aviation Centre, organised by Hindustan Aeronautics Limited here.

He said the company would commence work on the third runway in next 10 to 15 years. "The ongoing expansion programme of widening the terminal from 72,000 sq m to 1.34 lakh sq m was progressing well," he said.

Infrastructure provider group GVK has 29 per cent stake in BIAL.

Need for creating civil aviation infrastructure stressed

Bangalore Sep 19: India was poised to witness a nearly three fold increase in air passengers to 356 million by 2020 and there was need for creating infrastructure to meet the growing demands in the civil aviation sector, Director General of Civil Aviation E K Bharat Bhushan today said.

Speaking at the Regional Celebrations of Civil Aviation Centenary organised by Hindustan Aeronautics Limited (HAL) here, he said civil aviation was living through an exciting time in terms of growth and the number of air passengers which was at present 120 million would grow to 356 million by 2020.

"The growth in civil aviation sector will get a shot in arm as during the first quarter of this year, the sector grew at 33 per cent compared to 23 per cent last fiscal. These are excellent indicators of health of the civil aviation sector," he said.

For the first time, the domestic aviation sector had crossed the USD 50 billion-mark last year in its revenues.

E-commerce in India has not taken off as expected: Rediff ‎

Bangalore, Sep 18: Web portal Rediff on Sunday said e-commerce in India has not yet taken off in as big a way as it expected, but it hopes the government's commitment to creation of "back-hall" broadband infrastructure would give a fillip to online shopping in the country.

The reasons for online
shopping not catching on in the country are low credit card penetration and the high failure rate of 50% in the case of debit card transactions, Rediff Founder and CEO Ajit Balakrishnan said.

"Debit card-based e-commerce is possible,though there are challenges. Broadband connectivity between banks is just building in India. Unless the banks' telecom infrastructure is super, it can't be pulled off. There are 120 million Indians with debit-plus-ATM cards," he said.

With e-commerce, the challenge is margins and so, there has to be a payment system where it is no more than 3%. "If the operator keeps 50% it is not worth business," Balakrishnan said.

He rued that telecom companies did not make timely investments on broadband, as returns only started to accrue after 20 years, unlike cellular phones, where valuation was based on the number of subscribers.

"In every country, you find when broadband picks up, that's when e-commerce picks up. When e-commerce picks up, then advertisement picks up... This is not happening in India," he said.

Nevertheless, expressing confidence that e-commerce would pick up momentum in the near future, Balakrishnan said he was certain the government would make the necessary investments to create back-hall infrastructure for broadband.

"There's also a TRAI plan to spend Rs 35,000 crore. I think we need to put weight behind it," he said.

No threat to Olympic qualifiers for hockey to be held in India

Bangalore, Sep 17: India may have lost the right to host the Champions Trophy but there is no threat to the 2012 Olympic qualifiers to be held in India in February as Indian Hockey Federation (IHF) is hopeful of forming an unified body along with Hockey India (HI) before the tournament.

IHF president RK Shetty on Saturday voiced confidence that the sports ministry would resolve the impasse over the power sharing formula between the HI and the IHF.

"After a round of meeting between sports minister Ajay Maken and FIH president Leonardo Negre and chief executive Kelly Fairweather, I am sure that the matter will be resolved soon," Shetty told reporters.

FIH had stripped India from hosting this year's Champions Trophy due to ongoing problems with governance of hockey in the country and later allotted it to New Zealand.

Shetty said FIH was "wrong" in withdrawing Champions Trophy on the pretext that there should be only one federation running the sport and opined India should have been given a chance to present its case.

"As far as we are concerned, it is just a pressure tactic," he said.

"FIH should know it is the Indian government who took the initiative to arrive at a solution and should have discussed its decision with all parties before taking a call.

"I knew this year's Champions Trophy was a closed chapter. But since it was Negre who offered India to host the tournament, I was hopeful they would consider the sensitivity of the issue and would announce a host later," he added

Shetty said FIH should have given some time to IHF and HI to solve the power-sharing formula.

"We have to go to the Supreme Court and the law of the land cannot be ignored," he said.

Asked if the reason for FIH denying India the hosting rights was RBI blocking pending payment of $5 lakh with regard to last year's World Cup, Shetty said: "I have read this in the media...there is the money factor, which has driven FIH to take Champions Trophy out of India."

Shetty also felt that the participation of the Indian Olympic Association (IOA) in the discussion was necessary in order to resolve the power-sharing formula between HI and IHF.

"We have to take decision keeping IOA in the loop," said Shetty.

He also said FIH should understand that hockey in India has the potential to surpass the popularity of cricket.

FIH has expressed its displeasure over the 'settlement' reached between HI and IHF with the help of the sports ministry and withdrew the Champions Trophy from India that was scheduled to be held from December 3-11.

FIH also announced Auckland as replacement for New Delhi, four hours before the meeting with the Indian officials.

Asked if India would be able to retain the Olympic qualifiers in February, Shetty said the sports ministry is 'sitting hard' on the issue and was confident of finding a resolution before the scheduled tournament year next.

Bangalore to get first aerospace institute of India

Bangalore, Sep 16: The silicon city will soon have India's first academy to generate manpower for aviation and aerospace industries.

"The Indian Institute of Aerospace Engineering and Management will start its first academic programme –– an MBA specialising in aeronautics management -- from September 25," former chairman and Managing Director of Hindustan Aeronautics Limited Krishnadas Nair told reporters here today.

The academy would offer both undergraduate and post-graduate courses in various branches of aeronautics, aerospace and civil aviation with the intention of bridging the skilled manpower gap, he said.

"The centre will be first of its kind in the country... China has six dedicated universities for aerospace and India has none," Nair said.

He said IIAEM is being launched by collaborative efforts of all leading aerospace organisations, airports and airlines in the city. "The centre will meet human resources requirements," he added.

"The centre will be inaugurated by former ISRO chairman and Planning Commission member Dr K Kasturirangan on September 25," Nair said.

B'lore to host civil aviation centenary

Bangalore, Sep 16: The regional centenary celebration of civil aviation in India will be held in the city on September 19 to project and plan the potential for growth in the sector.

The event would give a platform for chalking up plans for civil aviation players and organisations to develop regional airports into a business centres, former Hindustan Aeronautics Limited (HAL) Chairman and Society of Aerospace Technologies and Industries (SIATI) President, C G Krishnadas Nair, told reporters here today.

Holding the mega event in Bangalore was appropriate as the city is called as the 'Aerospace Capital of India,' Nair said. As part of the regional centenary celebrations, a seminar on "Strategies for Growth in the current decade 2011-12" will also be organised, he said.

Nair said India has recovered from the worldwide economic slowdown and recorded a growth of 15 per cent in the civil aviation sector since then, "which is the highest in the world".

"Passenger traffic at Bangalore International Airport (BIA) is almost 12-13 million. In next 10 years it will be double ... so there is scope for second runway and expansion along with commercial activities there," he added.

Expert presentations and panel discussions on civil aviation in India and Karnataka, infrastructure development, networking of regional airports with metro airports and views by private airlines would also be included in the seminar, Nair said. The mega event would be inaugurated by Civil Aviation Minister Vayalar Ravi, he said.

Fix iron-ore reserve price as per market practices: BCIC

Bangalore, Sep 16: The Bangalore Chamber of Industry and Commerce today appealed to the Centre to fix reserve price for iron ore grades in e-auction at current market prices to save the steel industry from collapse.

"The reserve price is being fixed disregarding prevailing market prices for similar grades in view of the scarcity of the material in the market and the dire need of the steel industry," BCIC said in a statement issued.

While industry awaited the e-auction, 'arbitrary' fixation of reserve price for low grade iron ore deterred steel companies from bidding for this ore, BCIC said.

Industry sources said the mechanism for fixing base price seems to be on pro-rata basis as against the market practice.

BCIC said as per international practice, difference in prices for every 1% Fe is about USD 6 per tonne of iron ore as low grade iron ore fines (Fe-60% and
below) have to be beneficiated before use in steel manufacture.

"Benefication does not recover 100% Fe and results in loss of more than 30% of the input quantity of Iron ore," it added.

Moreover, additional fuel in the form of metallurgical coke is needed to use low grade fines. That is why a discount of USD 6 per tonne is offered in the international market, BCIC said.

In a recent auction of low grade iron ore by NMDC, it was sold at Rs 1,410 per tonne. Difference in prices of high grade iron ore to low grade was Rs 1,470 (USD 30.75) for a difference of 6% Fe either USD 5.1 (US) for every per
cent fall in Fe, BCIC said.

The just concluded auction saw only Rs 162 discount (USD 3.39) for 6.1% Fe either USD 0.57 for every per cent fall in Fe. Evaluation showed more than 75% premium on low grade iron ore is charged compared to that of NMDC, BCIC said.

K'taka pathetic in dealing with cases against SC/STs: Study ‎

Bangalore, Sep 16: The performance of the Karnataka government in discharge of its duties under the Scheduled Castes and Scheduled Tribe (Prevention of Atrocities Act) was "pathetic" as it stands sixth in the country as far as crimes against SCs and STs are concerned, according to a report.

The overall conviction rate for the crimes against SCs and STs in 2010 was five per cent and seven districts had zero per cent conviction rate during the same period, the Karnataka State Report on implementation of SCs and STs(Prevention of Atrocities) Act in the State in 2010 said.

In Tumkur, which is one of the 15 districts declared by the government as an area prone to atrocities against SC/STs, 101 cases were disposed off in 2010 without a single conviction by the special court, the study said.

The undivided Gulbarga district and Bangalore city top the number of cases reported in the past three years, it said, adding that Mandya has seen a surge in number of cases reported and is second highest in 2010 with 87 cases (39 cases in 2009 and 29 cases in 2008).

Meanwhile, Energy Minister Shobha Karandlaje gave a call today to provide emotional support to SCs and STs to bring them to mainstream after releasing the report here.

Karandlaje said that she would suggest to the government to implement the recommendations made in the report. The recommendations include setting up of exclusive courts to deal with such cases, judges with the right aptitude and understanding and time-bound completion of trials (within a year).

Though the government is supposed to prepare an annual report on implementation of the SCs and STs (Prevention of Atrocities) Act in the state, it had not done so for the past three years, the study said.

The government is also supposed to hold half-yearly review meetings but only one such meeting was held in the last three years, instead of six meetings, the study said.

Hassan and Chickballapur are additions in the top ten districts with the maximum atrocities against SC/STs. After a steep increase in such incidents, they take their place alongside districts such as Bangalore, Gulbarga, Bellary and Mysore, which consistently feature in the top ten, it added.

"Awareness should be created regularly and systematically among school and college students on the Act and Ambedkar Jayanthi should be used to conduct debates and other programmes to highlight the Act," Opposition leader in Legislative Council, Motamma said.

A group consisting of organisations and individuals working on human rights and RTI in Karnataka namely, Anti-Corruption Forum (ACF), Buddhist League, Karnataka Dalit Mahila Vedike (KDMV), National Campaign for Dalit Human Rights (NCDHR), OpenSpace, Rural Education and Development Society (REDS) and Sanchaya Nele compiled the report.

Darshan''s bail plea adjourned to Sep 19 ‎

Kannada actor Darshan's bail plea has been adjourned to September 19 by a local court in Bangalore on Wednesday.


Darshan was was arrested for allegedly assaulting and threatening his wife Vijayalakshmi.

Principal Sessions Judge R B Budihal adjourned the bail plea to that date after ordering issue of notice to the Public Prosecutor Agasi Mani.

Darshan had filed the plea before the sessions court after his application was rejected by the First Additional Chief Metropolitan Magistrate Venkatesh Hulagi on Tuesday, who said he did not have the jurisdiction to handle a case filed under IPC Section 307 (attempt to murder).

Darshan's attempts to secure bail suffered a setback despite his wife retracting her statement in court on Tuesday saying she had sustained head injuries during a fall in the bathroom. This ran contrary to her allegations in a police complaint on September 8 that he had assaulted her and threatened her with a revolver.

Darshan was arrested on September 9 and produced before a magistrate, who remanded him to judicial custody.

Several leading Kannada film personalities had tried to bring about a patch up between Darshan and his wife.

Police had on Tuesday requested the court to drop IPC Sec 307 (attempt to murder) against Darshan, who is now undergoing treatment for asthma and jaundice in a hospital.

Cambridge Varsity inks collaboration with city-based institute ‎

Bangalore, Sep 14: A landmark collaboration between Cambridge University and the Institute for Stem Cell Biology and Regenerative Medicine (inStem) was signed here today.

The MoU was signed by Vice-Chancellor of Cambridge University Professor Sir Leszek Borysiewicz and Dean of NCBS Professor Satyajit Mayor and Dean of inStem Professor Jyotsna Dhawan have for a collaborative initiative in therapeutics and translational sciences.

"This is an initiative to set up a centre for chemical biology and therapeutics which will look into small molecules which can be used to to probe the inner working of the cell. The idea is to use these molecules to spearhead a drug discovery programme," Dhawan told PTI.

She said this programme was first of its kind to start off with a focused programme on cancer therapeutics using chemical biology approaches.

Professor Borysiewicz said apart from generating new fundamental knowledge about biological systems involved in human diseases, the initiative will also serve to strengthen links between the University of Cambridge and India in the fields of biomedical and health research.

Talking about the benefits of the programme, Dhawan said the idea was to work on different types of cancer and look for molecules that could be used as drugs. "The process could be long and painstaking one," she informed.

While the process of discovery of drugs is taking place, the centre will have the benefit of setting up a programme to train a large number of students in therapeutics and translational sciences, Dhawan said.

"The idea is that somebody comes to NCBS and participates with scientists to build a new programme which will benefit in discovering new drugs," she added.

The short-term benefits of this programme for students and trainees would be the basic understanding of biology of cancer cells, Dhawan said.

She also said as many as 10-20 students would be trained over the period of two years, but the numbers would go up to 100 in few years time depending upon the size of the programme.

Replying to a question, Dhawan said since NCBS has a large infrastructure, it will take up the programme through internal funding. "But will be applying for funding in future depending on the success of the programme and what kind of infrastructure we have," she said.

Dhawan also said the PhD level training programme may continue for 4-5 years, but short-term training programme may extend upto two weeks.

The initiative will be spearheaded by Professor Ashok Venkitaraman, Ursula Zoellner Professor of Cancer Research, University of Cambridge and Director, Medical Research Council (Cancer Cell Unit).

Talking about tie up, Dhawan said it was an exciting possibility to partner Cambridge University as it was an 800 years old university and had immaculate reputation.

"More than anything else, we are excited to work in association with Professor Venkitaraman, who is the product of CMC (Vellore) and has been spearheading these types of efforts (therapeutics and translational sciences) in Cambridge University," she said.

Professor Venkitaraman said the programme will provide significant long-term competitive advantages to biomedical researchers in India, with important future benefits for the health and wealth of the nation.

"We view this very important collaboration as mutually beneficial and an example of how the best in basic research can address important biomedical questions," Professor K VijayRaghavan, Officiating Director of inStem and the Director of the National Centre for Biological Sciences (NCBS) of the Tata Institute of Fundamental Research (TIFR) added.

Professor Borysiewicz said Cambridge and the Tata Institute, of which NCBS is a part, have a long history of connections. "TIFR’s founder Homi Bhabha studied and worked in Cambridge, as have many NCBS and inStem faculty," he said.

"I have heard much about the excellence of biology in the NCBS-inStem campus and I look forward to see this for myself and sign this important MoU. Cambridge will do all it can to facilitate the success of this effort," he added.

Bangalore, Sep 15: BJP's Karnataka unit today termed as politically motivated the arrest of former minister and mining baron G Janardhana Reddy by CBI in connection with illegal mining, as the agency had not probed allegations of Congress leaders involved in it.

Speaking to reporters, state unit BJP Spokesperson Ayanur Manjunath alleged Congress was unnecessarily probing Reddy's alleged involvement in illegal mining activities, despite there being no mention of his name in the FIR.

He said Reddy's arrest was politically motivated as CBI has not conducted any probe into allegations of Congress leaders alleged involvement in illegal mining.

"Why have they only targeted Reddy? Even Congress MLAs and leaders also are involved in fleecing the country's natural resources, he said.

The meeting,which discussed strategies for the Sep 26 Koppal bypoll and ways to strengthen the party, felt Reddy's arrest and former minister Sriramulu's resignation of his assembly membership would not have any impact on the bypoll result.

Manjunath said Sriramulu resigned as he was indicted by former Lokayukta Justice Santosh Hegde in his report on illegal mining. "He is not against BJP," he added.

People in Bellary and surrounding districts are aware that Reddys and Sriramulu are not against BJP, Manjunath said.

Manjunath said Opposition Congress and JDS would not be able to give a tough fight to BJP as they lacked strong leaders.

He attacked State JDS President H D Kumaraswamy for reporte reportedly calling Chief Minister D V Sadananda Gowda a coolie. "The Chief Minister is coolie for 6.5 crore people of the state, but Kumaraswamy's family had been working for their own benefits. In a democracy a Chief Minister is a coolie working for people's betterment," he added.

BJP state President K S Eswarappa and former Chief Minister Yeddyurappa also attended the meet.

Kannada actor Darshan moves Court seeking bail ‎

Bangalore, Sep 14: Popular Kannada actor Darshan, arrested for allegedly assaulting and pulling a gun on his wife Vijayalakshmi, today applied for bail before a Sessions Court here.

First Additional Chief Metropolitan Magistrate Venkatesh Hulagi had yesterday rejected his bail plea stating that he did not have jurisdiction to handle the case filed under IPC Section 307 (attempt to murder).

Darshan's attempts to secure bail suffered a setback despite his wife retracting her statement in the court on Monday. She said her head injuries resulted from a fall in the bathroom, contrary to her allegations in a police complaint on September 8 that Darshan had assaulted and threatened her at gun point.

Darshan was arrested on September 9 and remanded to judicial custody for two weeks.

Several leading Kannada film personalities have tried to bring about a patch-up between Darshan and his wife.

Meanwhile, the Karnataka Film Producers Association has been criticized for playing moral police and imposing a 3-year ban on actor Nikita Thukral. She was named by Vijaylakshmi in her first statement to the police and the association alleged that an affair with her was the reason for the dispute between Darshan and his wife. Nikita has been Darshan's co-star in a few films.

Nikita claimed to have no involvement in the entire episode and said that she is being unnecessarily dragged into the controversy and punished with the ban.

Police had on Monday requested the court to drop IPC Section 307 (attempt to murder) filed against Darshan who is now undergoing treatment for asthma and jaundice in a hospital.

TCS, Cognizant race ahead of Infosys, Wipro: Brokerage firms ‎

Bangalore, Sep 14: Analysts at brokerage firms on Wednesday said the transition and exit of key managers at Infosys and Wipro and the economic slowdown have separated the leaders from the laggards in the IT industry nearly halfway into the 2011-12 financial year.

"A clear separation between the leaders and laggards is emerging, with Tata Consultancy Services (TCS) and Cognizant racing ahead of Infosys and Wipro. This polarisation becomes even more visible during a slowdown," said an analyst at a multinational brokerage firm.

JP Morgan analysts Viju K George and Amit Sharma wrote in a report last week that the downturn is causing further separation among the top four technology firms in the country.

Analysts further said the transition period at Infosys and Wipro has given TCS and Cognizant the opportunity to increase their lead.

"Infosys and Wipro are no longer the leaders because there is a transition at the top level... Banker K V Kamath has just assumed charge at Infosys and Wipro has sole boss T K Kurien after the company decided to abandon its co-CEO model," said another analyst at a brokerage firm.

In 2001-02, for instance, TCS, Wipro, Infosys, Cognizant and HCL broke away from the pack and formed the new top order. Later, the 2008 Lehman crisis led to Wipro falling behind and Cognizant surging ahead, the analysts said.

Earlier this month, Citi and Goldman downgraded India's top IT stocks in what they described as a response to the worsening macro-economic situation in the world's largest outsourcing markets, the US and Europe.

Goldman Sachs predicted that TCS and Cognizant will see their sales grow by 20 per cent and 27 per cent, respectively, up to 2013.

In the case of Infosys and Wipro, the growth rate would be 16 per cent and 14 per cent, respectively. Over the past five quarters, TCS and Cognizant have grown revenues faster than Infosys or Wipro.

During the quarter ended June, while TCS and Cognizant grew revenues by 7.5 per cent and 8.3 per cent, respectively, Infosys could achieve only a 4.3 per cent increase in its top-line and Wipro a 0.5 per cent jump.

While Infosys' new CEO S D Shibulal has warned investors about early signs of delays in outsourcing decision-making by US customers, Cognizant's Chief Operating and Financial Officer Gordon Coburn has not seen unusual changes in decision-making or sales cycles with either new customers or existing customers, according to media reports.

Growing support for Nikita after ban ‎

Bangalore, Sep 13 (PTI): The three year ban slapped on Nikita Thukral by Kannada Film Producers' Association (KFPA) has led to growing support for her from the film fraternity in the state, with some saying the decision was taken in a hurry.

Nikitha, reportedly admitted to a hospital in Mumbai for low blood pressure due to stress, claimed many from the industry in the South and Bollywood have come out to stand by her.

"I came to know through media reports about their support for me. Lot of actors from the industry in the South and Hindi film world, including Amareesh, Tara and Doddanna, are supporting for me," she told PTI.

KFPA had slapped the ban on her for allegedly creating marital disharmony in the family of actor Darshan, who has been arrested for reportedly physically harassing his wife.

"I don't know what to do... I need to speak to Doddanna, (Kannada Cine Artists Association Secretary)," she said when asked if she would lodge a compliant with KCAA.

Nikita said she had also tried to speak to KFPA President Muniratna Naidu, but that he had not answered her call.

Asked if she would fly down to Bangalore to solve the problem, she said, "I have not thought about it now."

The actress had recently announced her first home production, starring Duniya Vijay and Aditya opposite her. Both of them have voiced their support for Darshan in the past few days.

Meanwhile, Kannada actress Tara, who spoke to reporters after visiting Darshan at Rajiv Gandhi Hospital for Chest Diseases, rued that KFPA "has taken the decision to ban Nikita in a hurry."

"Right now KCAA President is abroad and after his return will convene a meeting and resolve the matter. It is necessary that both Kannada film producers and cine artistes get justice through talks... this is my wish," she said.

Doddanna had reportedly expressed his support for Nikita, saying the association would stand by her and fight for her after she files an official complaint with them.

KFPA President Munirathna Naidu had stated that the decision was taken in the light of Darshan's wife filing a police complaint naming her as responsible for the storm in her marital life. However, the allegation is yet to be ascertained.

Darshan denied bail

Kannada actor Darshan’s bail petition was rejected by a local court in Bangalore on Tuesday, although his wife withdrew her complaint against him. The actor was remanded in judicial custody on Friday last for allegedly assaulting his wife.

First Additional Chief Metropolitan Magistrate Venkatesh Hulagi did not accept the changed statement of Vijayalakshmi (Darshan’s wife) that she had suffered injuries from a fall in the bathroom and not in an assault by Darshan.

Vijayalakshmi, in her five-page complaint to Vijayanagar police on Friday, had alleged that Darshan beat her up and threatened to kill her and their son Vineeth.

Order on Kannada actor Darshan's bail plea tomorrow ‎

Bangalore, Sep 12: A local court on Monday reserved till Tuesday its order on the bail plea of popular Kananda actor Darshan who was arrested on a complaint of assault filed by his wife.

Public Prosecutor Amrut Kumar earlier objected to granting of bail.

The actor's wife, Vijayalakshmi, who had in her complaint accused her husband of assaulting her and threatening her with a revolver, appeared before the court of the first additional chief metropolitan magistrate Venkatesh Hulagi and retracted her statement, saying she sustained injuries due to a fall in the bathroom.

In another development, police filed a requisition before the court to amend the FIR by dropping IPC section 307 (attempt to murder) clause and replacing it by IPC 324 (assault causing minor injuries).

Darshan was arrested on September 9 for alleged assault and harassment of his wife with whom he was having a discord for the past one year. He was remanded him to judicial custody that day.

Anti-people policies will lead to emergence of 3rd front: CPI ‎

Bangalore, Sep 12: Communist Party of India (CPI) leader D Raja on Monday said there was a strong possibility of the emergence of a third front as both Congress and BJP's economic beliefs were "contrary to the common man's interest".

"The economic beliefs of BJP and Congress have alienated the common people... and this will lead to the emergence of third front," he told reporters here.

Raja also alleged that both BJP and Congress compromised with each other for political reasons at the cost of the common man's interests.

The CPI leader blamed Prime Minister Manmohan Singh's alleged mishandling of the country's economy for rising prices of essential commodities and decline in both agricultural and the industrial output. "The country's unemployment index has hit a high at nine per cent," he added.

Raja slammed home minister P Chidambaram for seeking a review of the Supreme Court's verdict banning Special Police Officers (SPOs) in anti-Naxal operations in Chhattisgarh.

The Centre had moved the Supreme Court on Aug 13 seeking modification of its order disbanding the armed SPOs, consisting of tribals and locals, for combating Naxals in Chhattisgarh, saying that it would lead to escalation of violence by the left wing extremists.

Alleging that the decision to seek a review of the apex court order was an attempt by Congress to divide the tribal people, Raja also accused the BJP-ruled Chhattisgarh government of "promoting an unconstitutional force like Salwa Judum and using it to supress tribals".

On the Lokpal Bill, Raja said CPI was a strong advocate of bringing Prime Minister within the parameters of a strong anti-corruption legislation.

KFPA bans Kannada actress Nikitha Thukral for three years ‎

Bangalore, Sep 11: The Kannada Film Producers' Association banned actress Nikitha Thukral from acting in regional films for three years for allegedly creating marital discord in actor Darshan's family.

"Since Darshan's wife has made a complaint naming her (Nikitha) as being responsible for the storm in her marital life, we decided to ban the actress for three years," KFPA president Munirathna Naidu said.

Reacting to the ban, Nikitha said she was hurt with the KFPA's decision and demanded a proof of her relationship with Darshan.

"I don't have any relationship with Darshan. His wife is my good friend," she said.

The actress also said she would speak to Darshan's wife and seek an explanation on why she had mentioned her name in the police complaint.

Naidu said the decision pertains only to the producers association and not the Karnataka Film Chamber of Commerce.

Darshan was arrested on Sept 9 and sent to 14-day judicial custody for allegedly assaulting his wife and threatening her and their young child with his licensed revolver.

CBI raids houses of 4 Janardhana Reddy aides

Bellary, Sep 11: Continuing its raids in the illegal mining scam, CBI today conducted searches at the residences of four close aides of mining baron G Janardhana Reddy and seized several documents, official sources said.

The central agency raided the residences of Reddy's aides and also Pragati Grameen Bank in Renukacharyanagar, Nehru Colony and Gandhinagar areas.

A six-member CBI team from Hyderabad swooped down on the residence of Gurulinge Gowda, Chairman of Bellary Urban Development Authority, at Renukacharya this morning, while six others conducted searches at the residence of Rajashekar Gowda, a zilla panchayat member and resident of Nehru Colony.

Eight CBI officials also raided the houses of Bhaskar Reddy and Venkatesh Reddy at Gandhinagar, sources said.

The probe agency later brought Bhaskar and Venkatesh Reddy to Pragati Grameen Bank in Gandhinagar and scrutinised their bank and locker accounts for nearly 45 minutes, they said.

The sources said CBI might continue raids tomorrow as their plan to raid some more associates of Reddy did not fructify today. Some associates of Reddy have left the city, fearing CBI raids, they said.

Reddy, the mining baron and former state minister, is currently lodged in a Hyderabad jail following CBI raids on his residence here on September 5 in connection with illegal mining.

Fame And Shame for Kannada Stars ‎

Bangalore, Sep 11: It is a curious mix of fame and crime for many Kannada stars, who have been arrested over a period of time on a variety of charges, prominent among them being popular star Darshan and Raghuveer and actress Yamuna.

From Darshan, arrested for allegedly assaulting his wife, to Harish Raj and Anand, many celebrities have been arrested in cheating, harrasment or murder cases.

In May 2011 actor producer Harish Raj was arrested for allegedly cheating producer Murali for reportedly giving him a cheque from Udaya TV without bringing it to his notice.
The next month, producer Bala Muthaiah was held in Hyderabad for swindling Rs 55 lakh from Dharmarayaswamy Temple ward's Bruhat Bengaluru Mahanagar Palike corporator Dhanaraj in 2005.

Dhanaraj had dispersed the amount via cheque to Muthaiah to produce a Tamil movie.But the producer ran into losses and the project flopped. He could not pay Dhanaraj back immediately.

Raghuveer, who shot into stardom with 'Premanjali' and 14 others were arrested in Dec 2010 in Mysore for allegedly running a brothel under the garb of recruiting new artistes. He had then lasehd out at some persons in the industry saying they had trapped him as they were jealous of his stardom.

The sorry story continued when in January 2011 noted actress Yamuna was caught in a police raid on a five star hotel along with a top executive of an IT firm. Another high profile arrest was of Marria Monika Susayraj and boyfriend Lt M L Jerome Mathew in Mumbai for allegedy killing Neeraj Amarnath Grover, creative ad agency head in May 2008, a murder suspected to be result of a 'love triangle'.

In Dec 2010, Kerala police filed a chargesheet against Jayamala,four years after her controversial claim of touching Lord Ayyappa's idol at Sabarimala temple, violating custom. Women in 10-50 age group are barred from entering the temple.

Actor Anand was arrested in May 2010 for allegedly demanding dowry from his wife, who alleged he also physically and mentally harassed her for money. She had also charged him with having an affair with another actress.
