Illegal mining: Steel Producers Seek CM's Intervention

B D Narayankar

Press Trust of India

Bangalore, Sep 28: In the wake of the Supreme Court ban on illegal mining in the state, Karnataka Iron and Steel Manufacturers Association today appealed to Chief Minister D V Sadananada Gowda to intervene to save steel industry from the brink of collapse.

A majority of steel plants and ancillary industries in Karnataka have shutdown for want of iron ore, resulting in over two lakh skilled and unskilled employees losing jobs, the KISMA said in a release.

KISMA requested the state government to supply iron ore to iron and steel industry from National Mineral Development Corporation (NMDC) under long-term supply contract.

It urged e-auctioning of the stockpile to be done on daily or alternate day basis.

The total revenue loss to state exchequer by non-production of iron and steel is approximately Rs 6,000 per ton in the form of various taxes such as excise and VAT, as against a royalty of Rs. 288 per tonne of iron ore.

KISMA also demanded opening of iron ore mines found legal by the Committee appointed by Supreme Court to enable continuous supply of iron ore to iron and steel industry.

"The state government should expedite the process of rehabilitation and redevelopment of forests in mining area to convince Supreme Court to allow mining," it added.

It also appealed to the state government to make 24/7 ore dispatches as being done in Orissa, Chhattisgarh and other states. "Presently ore dispatches in Karnataka are between 6 am to 6 pm," it added.

Monitoring can curb cyber attacks: HP

B D Narayankar

Press Trust of India

Bangalore, Sep 28: The only realistic way to combat modern cyber fraud methods is continuous monitoring, with comprehensive oversight of user activity, infrastructure events and banking transactions, a senior official at Hewlett Packard's security solutions subsidiary Arcsight said.

Although cyber-war and cyber-espionage have been in the headlines in recent years, cyber-crime c0directed at financial institutions and their clients continues to wreak the real havoc on the Internet, Arcsight Regional Director Loke Yeow Wong said.

"Financial fraud cases won't astonish casual observers the same way news of Stuxnet malware infiltrating computer systems to send uranium-enrichment centrifuges spinning out of control does, but financially motivated cyber-crime affects far more people, while enriching immoral people around the world," he said.

The current approach to fraud monitoring has three primary blind spots, he said.

Most of the services pushed by financial firms online have opened avenues for fraudsters to exploit vulnerabilities across banking transaction types, Wong said.

Moreover, financial institutions rarely correlate data between their information security and fraud teams, creating another substantial blind spot, he said.

In addition, he noted that fraud and information security teams alike typically do not perform sophisticated monitoring of privileged accounts.

At present, most banks deal with fraud through dedicated teams for different financial products, such as electronic (ACH) transfers, web banking and wire transfers.

"This specialised model worked well for a long time, as fraud methods were largely specific to one type of transaction," he said.

However, financial services firms should now work toward a comprehensive view of enterprise risk, including both fraud and information security monitoring, he said.

HAL aspires to be $6 billion firm in a decade: Nayak

B D Narayankar

Press Trust of India

Bangalore, Sep 28: Hindustan Aeronautics Limited (HAL) aspires to be one of the top 20 global defence companies, with a turnover of USD 6 billion, within the next 10 years, Chairman Ashok Nayak said today.

"HAL plans to provide seamless maintenance support, encompassing first and second line support, for aircraft and helicopters at customer bases," he said.

The target would call for a multi-fold increase in production requirements and HAL believes growth in India's aviation sector will act as an opportunity for the over seven-decade-old company to meet its objectives, Nayak said.

With 19 production units and 10 research design centres at eight locations across India, the company has an impressive track record, including 14 types of aircraft manufactured with in-house R&D and 14 produced under licence, he said.

HAL has positioned itself as a comprehensive solutions provider to the Indian Defence Services in aviation, contributing to modernisation efforts by manufacturing aircraft and helicopters of various types and using diverse technologies, he said.

"With new initiatives and future programmes, the company continues to be a major partner of the defence forces," he added.

HAL has already diversified into aerospace-related fields, with its aerospace division supplying critical components, structural assemblies and tankages for various launch vehicles and satellites of the Indian Space Research Organisation (ISRO), Nayak said.

Bangalore, Sep 25: A Lokayukta court on Sunday adjourned to September 28 the hearing of bail plea of former Karnataka minister Katta Subramanya Naidu, who was arrested in connection with the KIADB land scam.

Lokayukta special court judge N K Sudhindra Rao also directed authorities of state-run Victoria Hospital, where Naidu is undergoing treatment, to file a report on his health status.

Naidu, who has been remanded to judicial custody after his arrest in August in connection with the alleged KIADB land scam, is undergoing treatment in the Victoria Hospital.

Katta Subramanya Naidu, his corporator son Jagadish and another person are among nine persons facing charges of irregularities in land allotment of Karnataka Industrial Area Development Board (KIADB) in B K Halli village to a software company, floated by an aide of Naidu.

On July 8, Lokayukta police had filed a charge sheet in the case against nine persons for irregularities in allotment.

Naidu had resigned from the B S Yeddyurappa ministry last December after registration of an FIR. Two of the accused are absconding and one got anticipatory bail recently.

Press Trust of India

Bangalore, Sep 24: The Lokayukta special court today admitted a private complaint against H D Balakrishnagowda, the eldest son of former Prime Minister H D Devegowda, and referred allegations against him to Lokayukta police for investigations.

Judge N K Sudhindra Rao directed Lokayukta police to investigate the complaint and file a report by October 10.

S N Balakrishna, retired assistant manager of Visveswarayya Iron and Steel in his September 22 complaint, had charged Balakrishnagowda with possessing Rs 70 crore wealth disproportionate to his known sources of income at the time of his retirement from government service, which is currently valued at Rs 500 crore.

He prayed that action be taken against Gowda under the provisions of prevention of corruption act.

Meanwhile, the court today adjourned to September 26 the bail applications of Kumaraswamy and his wife in connection with a private complaint over alleged irregularities in making bulk land allotment to a private housing society and recommending mining renewal licence, allegedly bending rules.

The court adjourned their bail plea to that date after hearing the applications of Kumaraswamy and his wife, who appeared before the court today.

Meanwhile, Balakrishnagowda welcomed the Lokayukta court''s decision to refer the private complaint to Lokayukta police.

In a statement here, he said it would give him and his family a chance to clear their names once for all.

He said he joined government service as Assistant Commissioner in 1984 and took VRS in 2005. During his service he has not indulged in any illegal acts, he said.
